[Relational] Don't surface projects that have 0 units and 0 affordable units #134

Many projects in ProjectFacts have 0 net_num_units and affordable units. This inflates the number of projects in the pipeline when I try to count the number of distinct UUIDs. We should remove such entries from the relational tables
