Tweak logic for producing top level statuses

Tweak logic fo producing top level statuses. Implements the following changes:

Check date_application_accepted as well when looking for 'under_entitlement_review' status
Check whether the status in Planning is a valid status (not cancelled, withdrawn, etc)
Implement updated methodology for using whether or not it is a site permit to know whether to check the issued_date of first_construction_document_date for under_construction status
Implement better status logging (using project fk's)
When projects have a filed date in DBI around the same time as Planning, only show the Planning statuses
