[Dashboard] Duplicates in the project lookup page #193

The same project shows up twice in the project lookup page. Can happen for multiple reasons:

  1. The same project has multiple PRJ’s and points to valid different building permits (i.e 101 Sanchez has 2016-014026PRJ & 2018-009716PRJ, 1800 16th Ave has 2018-006024PRJ and 2018-005650PRJ )
  2. The same project is broken up with different PRJ’s for commercial and residential, but it’s not immediately clear from the PRJ this is the case (i.e. 1 Henry Adams PRJ 2016-006904PRJ is for the commercial space but has a net units associated with it)
