Add support for coverage reports

This isn't ideal; github actions support for surfacing coverage reports is poor. Ideally we'd use coveralls or codecov, but an sfcpc administrator would have to approve it.

Couldn't we just try to get Mike to approve it? Or is he not a sfpc admin? Approving the standing change anyway
