This is for 1950 mission.
Our recordgraph currently assigns a different UUID for 2016-001514GPR.
If you look at the PPTS file, it looks like the GPR's "parent" is the PPA (not the PRJ directly).
The other children of the PRJ are listed directly in the "children" field in PPTS and are correctly associated by our RecordGraph.
