[Schemaless] Use planning case numbers provided to us in spreadsheet to associate Affordable Rental Portfolio data set #98

Teresa provided us the planning case numbers for data that's in the Affordable Rental Portfolio in a separate spreadsheet. Unfortunately it looks like we'd have to parse this data out of here and associate it with data we already have from Affordable Rental Portfolio (there's some extra columns we don't need in the spreadsheet).

This is the only explicit link information we've got so far for this dataset unfortunately. Hopefully she will push it to data sf soon.

The portfolio data set has things that have aged out of the pipeline and the dashboard only deals with things in the pipeline right now. Teresa has said she is going to try to start adding planning case numbers to her public data but in the meantime, we don't need this right now so closing out
