Add more counts to Count Dracula #150

Dan is having an intern work on count formatting.
After Lisa stages Count Dracula to TEHAMA, we can import these counts and 
re-run any critical validation comparisons.

Annie Chung has standardized counts at 18 locations and is continuing to add 
more locations

Annie completed standardization of 49 count files.  These 49 counts were split 
between locations under-represented in count database and counts that included 
truck counts.  No more counts are currently being standardized.
