How should we deal with mid-block crosswalks? #30

There are numerous locations in San Francisco where traffic signals are placed 
at locations that are not intersections.  Most of these locations are mid-block 
pedestrian crossings and many are located along the Embarcadero.

It is necessary to make a decision about how to deal with these locations.  
Should these locations be added to the Cube network prior to Dynameq import, 
manually added to the Dynameq network, or ignored entirely?

We have decided to ignore mid-block crosswalks for now.  We may revisit this 
issue at some point in the future.
