Centroid connectors split ramp #99

We had thought we had explicitly prohibited this, at least for freeways 
themselves, but the centroid connectors can apparently split a freeway ramp, 
and it shouldn't do this.  (Some freeway ramp in the SE part of the city... 
which one?)

I made this fix only for the boundary links.  It looks like this doesn't cause 
a problem for internal connectors, and if you don't let them split ramps, some 
of them don't find another link to connect to.  If they don't find something to 
split, they stay at an intersection, which causes problems.  Just changing this 
for the boundary links seems to have fixed the issue that we were seeing.
