FY Setting Escape Hatch #274

For users who enable custom fiscal years, then turn them off, the Fiscal year 
check in the rollups will cause the FY rollups to default back to CY. Those 
custom year records are not removable by SFDC. 

We need to provide a setting or other override method to allow orgs who have 
those settings, but have them disabled, to still run fiscal year delimited 
rollups.
