Populating the "Contact Id for Role" field on the Opp does not create all contact roles in the bucket model

Steps to reproduce the problem:
1. Make sure you are using the bucket model
2. Expose the "Contact Id for Role" field on the Opp page layout
3. Create a new Opp and put a valid Contact ID in the "Contact Id for Role" 
field.  Make sure that the Contact ID is for a contact that is in a HH that has 
multiple contacts. 
4. Save the Opp
5. A contact role will be created for the Contact ID but not for the other HH 
members.

Expected output:
To see a contact role for all members of a HH

What you see instead:
A contact role only for the Contact ID entered into the "Contact Id for Role" 
field

Version of the packages being used:
Contacts and Orgs 2.1.2
HHs 2.3.7
