NSP crashing in new sandbox

What steps will reproduce the problem?
1. New org with NSP, Account processor set to one-to-one
2. Create a configuration sandbox
3. Attempt to create a contact in the sandbox, or go to contact settings page

What is the expected output? What do you see instead?
Contact should have been created, contact settings should be shown. Instead the 
following error appears:
Insert failed. First exception on row 0; first error: DUPLICATE_VALUE, 
duplicate value found: SetupOwnerId duplicates value on record with id: 
00Dg00000004o8T: []
Error is in expression '{!onPageLoad}' in component <apex:page> in page 
npe01:contactssettings

An unexpected error has occurred. Your solution provider has been notified. 
(npe01) 

What version of the packages are you using?
Latest version

Please provide any additional information below.
Only happens with sandboxes created today. Tested in three separate 
organisations

the account processor setting isn't relevant, the same crash happens with the 
individual account processor
