COR1 configuration switch not working properly #2

There is a configuration switch, that implements COR1 payments. Currently, when this is switched "off", the xml files are still of COR1 format.

We shouldn't invest too much effort in this: COR1 will be deprecated with the current SEPA rulebook (which became valid 2016-11-01). Instead, CORE-payments will be performed within 1 day.

Therefore, COR1 be completely switched off at come point in the future. (however, we still have to make sure, that our banks have implemented these "fast" CORE payments.)
