It is a place to go to conduct trading activities. Do you need wheels for a vehicle? Do you have an excess gullie suit you want to trade? Do you have a need for a service you would be willing to trade for some of your personal in-game possessions? The merchant is the primary agent for trade. He is the in-game real player to strike a deal with to get your desired goods and services. His person, vehicles, and merchant site are protected by a gentlemen's agreement that is in the best interest of all to keep the merchant alive.
The idea is to have a thriving merchant business to add another fun aspect to the game.
The Merchant Site itself would be a -- NO FIRE -- zone (no shooting/killing) and around the Merchant site there would be a restrictive fire area. Folks going into and out for merchant business would not be fired upon while others could be shot if it is unclear.
Referencing the concept sketch, the top left corner tent has give away stuff that has been accumlated, but would be of humanitarian value for someone in bad shape. Top right corner tent could be used by players to trade equipment or to donate to the merchant/s. Top center would be vehicles for sale by the merchant.
The big medical tent in the center could be used to shelter folks from outside view while awaiting transportation or to conduct a meeting. The helio pad on the right would primarily be used by the merchant for his designated (easily recognized) helicopter. The merchant would be using the helio to provide transportation to other players and for emergency medical response.
The bottom portion of the site diagram would be for the merchant/s only. The area would be off-limits to all other players. Items of value would be stored for future trade. It would be good if the area was coded so only the merchant could move in the merchant only zone. This initial concept had eight regular tents to store the many different types of loot items. Designated (easily recognized) vehicles would be given to and controlled by the Merchant. They would therefore NOT be fired upon.

Since the time of the initial concept, the Merchant Site was built in November 2012 and has been operational on the PC Gaming Network (PCGN) server since then. There have been several versions since the initial concept. The testing of the merchant concept has been conducted on a Private Hive and, therefore, could permit more sophisticated structures in later versions of the merchant site.
