Change the range of TEK files to download for CH #8

This might be due to a temporary bug on the CH side.

Is this still needed given the other changes?

The first change I proposed, to -1..14, no. But it does make sense to go for 0..15 temporarily (i.e. 16 files), because that will download the bundle as keys are dropped as well, when they reach their end of life. They don't get dropped all at the same time, so I suspect with some work I might get information to fill in some of the gaps we had with the today-(1+2+3+..) bug.
