Suggestions we got in the TLS WG session chat were:

"A well-known URI for publishing TLS parameters"
"A well-known URI for publishing service parameters"

Not sure I quite like either so how about:

"A well-known URI for publishing TLS SVCB/HTTPS service parameters"

Suggest we noodle that then bring the result to the TLS WG list.
