VCU HAL Hardware Defines

Creating a VCU hardware abstraction layer file, has vcu board connections defined in software.

vcu_rev2.h

• Contains all pin muxing. i.e. #define RED_LED pwm0, #define thermistor_port mibspiREG1 etc..

Could also potentially create a launchpad.h as well, since some of the defines are different between the tms5701224 launchpad and tms5701227 vcu.
