use case:

conductance clamps

[x] xolotl.integrate should pass in a new variable that is like V_clamp -- so a new prop of xolotl
[x] network::integrate needs to be modified to accept this, and broadcast to compartments
[ ] write a mechanism that reads this in, and modifies the conductance it is attached to
