WG14: numerical & universal character escapes in char & string literals #63

P2029 fixed some ambiguities in C++ core wording relating to character literals and string literals.

If C has similar problems, or has subtle differences with C++ after applying P2029, then we should consider also addressing this in a WG14 paper.
