This is a good idea, but this is a LEWG/LWG issue, not a SG-16 one. This should be raised with those groups.

I agree also.

In addition, though, for compile time things that expand as templates, we need a concrete mechanism in mind. While we don't specify implementation techniques of the library, we need to make sure it's implementable.

This probably can be done with inline namespaces for something like format or any CTRE.

I think printf and friends already reserve %* in their grammar?
