This paper can proceed separately within WG21 without our explicit input. It's fine if the languages differ at this level, and WG14 has many times expressed their distaste for zero-initialization of data both in automatic storage duration and in heaps. We can discuss it but we should not stop progress in WG21 for a language feature that WG14 is, anecdotally and stated in meetings, cold about.

Nevertheless, a discussion can happen in SG22 to ensure WG14 feels like their opinion is heard on the paper.
