This wasn't a bug, but admittedly the information on how the FM APworld implementation works is so bad that I didn't realize until I stepped back and looked at all what is going on.
Cards that are always out of logic, but still obtainable, still grant checks, but the checks are guaranteed to be useless items. The tracker is knowledgeable of this, so it hides those cards. The built-in AP multiworld tracker on the website is not, and doesn't.
Usually this is reported with examples of these "never in logic" cards. I'm closing this until I can find a case with in-logic cards.
