Changelings not treated as "all types" in library, and possibly elsewhere

What steps will reproduce the problem?
1. Have Amoeboid Changeling and Sliver Overlord in your deck.
2. Play a Sliver Overlord in a game.
3. Use Sliver Overlord's ability to search your library for the Amoeboid 
Changeling

What is the expected output? What do you see instead? According to Rule 702.70 
supported by Rule 604 a changeling is all types at all times in all regions. 
One would expect that a search for and retrieval of a changeling with the 
Overlord's ability would result in finding the Amoeboid Changeling.

What version of the product are you using? On what operating system?

Another example is from cards that make certain creature types cost less to 
cast (e.g. Bannerets), cards with changeling do not get a cost reduction.
