Change package license to LGPL #66

💁 The upstream GNU libc project uses LGPL for the library component of glibc. Updated the package's license to reflect this.

Closes #61.

Apologies for the lack of updates on this issue. I'm checking where I left things on it now and hope to have a release with updated licensing available soon. Please note that I don't plan to apply this retrospectively to earlier released versions.

For posterity, what held this up was the relatively complexity of the licenses attached to the various parts of glibc. I reduced the scope to updating the package license to the LGPL.
