[Goal] Look for some basic definitions, such as how children and adolescents obesity are defined and how the US school system works.

This paper claims that the 2000 Centers for Disease Control and Prevention Growth Charts provide BMI-for-age references to define overweight. A starting point to look at are these clinical charts.

As for the US school system, the following picture from this Wikipedia page offers a great summary us_school_system

This page specifies that

After BMI is calculated for children and teens, it is expressed as a percentile which can be obtained from either a graph or a percentile calculator (see links below). These percentiles express a child’s BMI relative to children in the U.S. who participated in national surveys that were conducted from 1963-65 to 1988-94.
