Looks good to me:

no changes made to a host already configured with my previous patches
restores a working configuration on a host which has been manually broken (config removed, package uninstalled).

Note, I'm testing on a Gentoo derivative, not Gentoo itself (i.e. ::osfamily==Gentoo, ::operatingsystem!=Gentoo, Package{provider!=portage})
