Make the reports page more useful #22

Right now we just have a link to the unclaimed vehicles report -- we need to make this page useful.

There can be a 72 hour report on there as well. That report is used by anybody who is on rotation for APD, but only during the week that they're on. It doesn't need to be in any type of particular form or anything, it just needs the year, make, model, VIN, license plate, towed from location, and the police CAD # (which is just like a police case number, but for vehicles). It could be in just a list format on a page.

Only vehicles that APD has a company tow need to be on the report, not any private property impounds or anything like that, so now that I think about it, we need a dropdown list for the towing companies to choose who a vehicle was impounded for, like APD, BCSO, Private Property Impound, etc. on the vehicle entry page.

Also like I said in the above comment, there needs to be a spot to enter a cad # for the car if there is one (I'm sorry I had forgotten about that till now but that number doesn't need to be on any of the lien forms, just the 72 hour report.)

Put a jpg file with the layout you want in app/assets/images please
