Rubocop in specs #150

I added Rubocop configs for our specs. It seems to work fine for me when running rubocop, however when generating the todo file, Rubocop doesn't seem to pick up the spec's config file. I went ahead and fixed the quote styles so Rubcop would pass.

@dgmstuart Please review and merge if acceptable.
