Correction in default template references. #52

  1. I made correction to the Index.html and base.html files. I corrected the references and placement of CSS and JS links.
  2. I added Title attributes to A tags.
  3. I added Alt attributes to pictures.

Outstanding: The remain files need to pull in the necessary updates to the base.html file.
