3. User Story: As a Visitor, I want to have a menu of the available learning and training resource categories, so I can easily navigate to a specific learning and training resource category.

Guidance: This User Story can be assigned to one Team Member.

(3a) The web page will display navigation menu of available learning and training resources broken into categories.
