dll entry point not found for gap_decode_mplayer.exe

What steps will reproduce the problem?

1.Fresh install of gimp using the official 2.8.14 INSTALLER on WIndows 7 64bit.
2.Ran gimp once fine and then closed just to test installation.
2.Install latest gimp-extensions version 2.8.20141126 (2014-11-26)
3.Run gimp.

On gimp startup when extensions are queried upon reaching 
gap_decode_mplayer.exe it hangs the PC until I press [CTRL]+[ALT]+[DEL] to 
reach the Windows task manager which forces gimp to give up this popup error:

[gap_decode_mplayer.exe - Entry Point Not Found] - "The procedure entry point 
g_get_home_dir_utf8 could not be located in the dynamic link library 
libglib-2.0-0.dll.

Once acknowledged gimp continues to load fine. If I remove C:\Program 
Files\GIMP\lib\gimp\2.0\plug-ins\gap_decode_mplayer.exe gimp loads fine without 
interruption, but I have no idea what effect this has on Gimp Animation Package.

Same thing. 2013 version would not load without errors including missing 
libtiff-3.dll. 2104 version was fixed and this is the only error on Win 8.1 
with GIMP 2.8.
