pyscripter 64x will not operate on win7 64x professional

What steps will reproduce the problem?
1. install PyScripter-v2.4.6-x64-Setup.exe on win7 64x pro, with python 2.7
2. run pyscripter

What is the expected output? What do you see instead?
expected pyscripter to run,
it failed with the error,
'python has failed to intialize, we must quit'

What version of the product are you using? On what operating system?
2.4.6 64x on a win 7 64x professional pc

Please provide any additional information below.
ironically, pyscripter 32 bit runs just fine

i have 32 bit 3.2 and 64 bit 2.7 installed

Here both 32-bit and 64-bit versions run fine, and apparently the same holds 
for many other users, so I am not sure what the issue is.

a) Make sure that the 64-bit 2.7 python is running ok.
b) If you are not doing so, please try to use the PyScripter for Python 2.7 
shortcut.
c) If possible try to install from scratch say the python 3.2 64-bit 
distribution and try again.
d) Check the environment variables (from a command prompt type "set") to see 
whether any PYTHONXXX variable interferes.
