Implement own position tracking into APRS-IS.

Should be able to select next options in settings:

Mode of operation
- Send to both modem and APRS-IS (replication)
- Send to modem
- Send to APRS-IS
APRS passcode to login into APRS-IS

Currently, it is possible by selecting Loopback transport and enable RX APRS-IS gate.
