add WebStorm settings.jar from CDE #60

We should config the WebStorm to use this settings.jar, override the IDE's default (which various on different developer's machine), So we don't regularly format the code. That creates unnecessary effort to review PR changes of formatting.

i switch back to webstorm. I really don't think VScode is nearly as good. I was able to starting from command line ...
