Teleport for Opfor/Independent players #10

Let Opfor/Independent players teleport rather than switch units. Teleport allows the suicide feature, and hide weapons feature.

Let Opfor/Independent players spawn anywhere they want, except within 500m of Blufor players. Also, only allow them to teleport every 3 min.

Player will be able to teleport every minute. Discussed this with my brother.
