New characters and weapons for Genshin Impact 1.1 update

Hello, I have added the new characters and the new weapons that are in the new 1.1 update.

New characters:

• Tartaglia (Childe)
• Diona
• Zhongli
• Xinyan

New weapons:

• Memory of Dust
• Vortex Vanquisher
• The Unforged
• Royal Spear

Source of the characters and weapons are from the official announcement.

As a note, I left the id column empty in the JSON file, as I remember you said that it is not needed for now 😅.

When the new update gets released, I will also help to add the new characters and the new weapons to their respective new banners, as I did before with Sparkling Steps.

So currently, these json files don't really effect the system at all, we need the assets for the characters and items as well 😅

Ill merge it regardless, I'll see if I can source the assets for this go around
