The referenced image "ubuntu-latest" at some point changed from ubuntu 20.04 to 22.04, breaking this workflow.

Explicitly use "ubuntu-22.04" instead of "ubuntu-latest", so that it doesn't change out from under us again.
libigraph0-dev appears to no longer be present in ubuntu 22.04. libigraph-dev is what we have documented in the tgen repo, so use that.
Update the CONTAINER to 22.04.
Update shadow to v2.4.0, which has at least one bug fix for 22.04.

Missed another spot where we install igraph. Going to refactor slightly to deduplicate
