remove the DDL from the core #2

with this PR, the DDL is removed from the arduino core and moved into its own package at https://github.com/shadow578/framework-hc32f46x-ddl.

Requires https://github.com/shadow578/framework-hc32f46x-ddl/pull/1 to be merged first
