Investigate chest-loot assignment. #33

The loot that can be found in chests (mostly AW generated) can be...far too good, or at least has far too high of a chance to drop vehicles/etc. Need to find a way to make them a bit rarer while still being on the loot table...perhaps even limiting the ranks found in chests to only a single rank of vehicle. Research notes in chests could use a bit of attention as well.

major nerf to vehicle drop rates was put in via commit earlier today. Also re-added upgrades and ammunitions as possible loot in chests (helps fill the loot tables with non-vehicle stuff, which also helps reduce the frequency of vehicles being selected).

All custom chests had loot reduced by a factor of 3....if it previously did 9 passes over the chest, it now only does 3, 18->6, 27->9.

Less loot in total, and lower percentage of vehicles among the loot that is generated.
