Solar panel animation speed isn't scaled with timewarp rate #793

Tracking animation speed (and consequently suncatcher transforms orientation) isn't scaled with TimeWarp.fixedDeltaTime. This result in lower/no EC output at high timewarp speed (mainly occurs when landed), as they are unable to catch up with the sun movement.
