Fix for RPC call sendtoaddress #4

Changes made the sendtoaddress function not only made it no longer backwards compatible but it was inconsistent with the help text and documentation. This fixed restores backwards compatibility with the Satoshi client and makes the help text and documentation consistent with functionality.
