Why does TV version not support xchacha20-ietf-poly1305? #2873

Is your feature request related to a problem? Please describe. I've found that the TV version does not support xchacha20-ietf-poly1305, since the master branch already add xchacha20-ietf-poly1305 back, I see no reason why we do not add xchacha20-ietf-poly1305 back.

5.31 preview tv version already fixed this problem and provide new 2022 encryption methods.
