Doesn't work with aes-256-gcm encryption #3368

Describe the bug

Environment

Steps you have tried

Connect to server with aes-256-gcm encryption mode

What did you expect to see?

Normal working

What did you see instead?

There is no traffic through the server, the browser reports that the remote site has closed the connection. Everything works with other encryption methods

Config and error log in detail (with all sensitive info masked)

I use latest version of Shadowsocks-Windows and Outline Servers

From the logs, it looks like your servers are unuseable from china.

please test it from 3rd-party TCP port test website like https://tool.chinaz.com/port
