[Feature request] Use Crowdin for translation #643

Quick summary

Shadps4 is becoming more and more complex, new options are added and they need to be translated.

Details

When doing translation of the Cheats and Patches section this morning i saw that the Italian translation file was already translated into Indonesian. I don't know how that happened. Beside that, it's quite clunky to translate directly on github by editing the file.

I already have experience with Pcsx2 using Crowdin as a platform for translation and i think that would be great for shadps4 too.

In Pcsx2 the emulator translation files are synced with Crowdin and translators can use a much better interface to do their job.

Translations shouldn't be a thing this early into developement anyway. It's just 137 pull requests every day, 500 if some dudes find some typos somewhere.

@bigol83 Please suggest Weblate in projects. It is easier to manage and use. Don't get me started on the egregious terms and conditions.

https://hosted.weblate.org/hosting/ is easy to set up.

Pontoon is preferable to Crowdin, as it is a libre software clone, but it has the same broken functionality for that reason.
