allow user to swap pages using mouse scrolling when the vendor or spellbook frames is open where there is more than 1 page

Feel free to edit as well.

Thank you for your contribution, but I personally don't like the feature itself. I'd be too afraid to buy something wrong when i touch the mousewheel by accident.
