actionbar: Losing meta+numeric keybinds when UI loaded/reloaded with "Switch Pages on Meta Key Press" enabled #1311

Hello,

Problem : Losing specific Keybinds on Paging Actionbar & Shapeshift Bar when reloading UI with "Switch Pages on Meta Key Press" enabled.
Conditions : Only for CTRL/Shift/Alt+Number Keybinds.
Temporary solution : Pressing Menu > Keybinds displays and enables the keybinds again.

At start or after /rl if "Switch Pages on Meta Key Press" enabled
