Need to create a system to validate an annotation compared to its formal annotator.

For example, ECGPUWAVE has specific markers it uses (onset, offset, etc). This is built around the WFDB annotation system.

Would be nice to also have a way for users to create a new annotator template.

Tasks:

[ ] Document annotations from WFDB
[ ] Document a specific annotation method, e.g. ECGPUWAVE, for practice
[ ] Evaluate how we can create a templating function to make new annotations
[ ] Create a list of annotators that are templated and supported as a data type

Notably, these will be used in the {sWAVE} package.
