Improving "contribute" page

As discussed in 
https://groups.google.com/forum/#!topic/pyglet-users/9VlVfI5OiQE, I propose to 
improve the "contribute" section found online in 
http://www.pyglet.org/contribute.html.

In particular, I propose the section to be more concrete on how can a user 
contribute to pyglet without having to drop by the mailing-list, how the ticket 
system works, and instructions on how the documentation should be changed when 
the code changes.
