qgvdial-0.3.868.msi does not install in Win7 #18

What steps will reproduce the problem?
1. download
2. launch installation routine
3.

Windows 7 64 bit. Opens a dialog with "gathering required info" then 
disappears.

Its been longer than a year. Is this still a problem?
There is at least one user other than me who is able to use the Windows version 
on Win 7.
