I was able to resolve the issue after installing pip using the below command
sudo apt install python3-pip
I ran 'sudo python3 setup.py install' after installing pip and it worked!
Didn't delete the issue since I hope it will help someone else with this issue.

I have tried to install buster in Ubuntu machine through AWS. However, the installation seems to be not working as buster -h command is not found. I have included the output below for your kind consideration. Thanks for the help!
